HGV have been warned they could face fines of up to £550 if they fail to comply with new driving laws that come into effect next week. The changes mean that HGV operators must install a Progressive Safe System and obtain a safety permit before Monday, May 5, or risk being fined for travelling around .
TfL assigns a star rating to vehicles based on the DVS, which measures how much of the road and surroundings the driver can see through their cab windows. Operators of HGVs who were granted a grace period now have until 23:59 on May 4 2025 to comply with the new rules.

HGVs over 12 tonnes need a three-star rating or must fit a Progressive Safe System in the vehicle to operate in Greater London. Failure to meet these requirements will result in a penalty charge notice (PCN).
If an HGV is driven within Greater London without a valid permit, operators may receive a PCN of up to £550, reduced to £275 if paid within 14 days.
The aim of the scheme is to reduce the number of deaths and injuries on London roads by requiring heavy goods vehicles (HGVs) to have a safety permit before entering most parts of Greater London.
TfL rates vehicles using the DVS, which assesses how much of the road and surroundings a driver can see through their cab windows to enhance visibility and safety for other road users, reports .
HGV operators must apply for a permit for their vehicles. A permit will be issued if the vehicle meets the minimum DVS star rating.
If your vehicle fails to meet the minimum DVS star rating, you'll need to upgrade your vehicle's safety by installing Progressive Safe System improvements.
